千人计划2012部分项目申报通知发布 为做好海外高层次人才引进工作,2012年“千人计划”部分项目申报工作将于3月、7月分两批进行。现就有关事项通知如下。 一、申报类型 1、创新人才长期项目; 2、创新人才短期项目; 3、创业人才项目; 4、“外专千人计划”项目; 5、“青年千人计划”项目。 二、申报要求 1、回国时间。创新人才长期项目、“外专千人计划”项目、“青年千人计划”项目的申报人,申报时一般应未全职在国内工作;已经在国内工作的,回国时间应在该批次申报截止日前6个月内。申报创业人才的,其创办的公司应成立1年以上5年以下。 2、申报次数。创新人才长期项目、创新人才短期项目、 “外专千人计划”项目的申报人,最多可申报两次,但不得连续申报。创业人才也不得连续申报。 3、填报要求。申报人应客观、如实、完整地填写申报材料,不得空项、漏项,用人单位、主管部门要各负其责、严格把关。对申报材料弄虚作假的,一经发现将取消申报人的参评资格,并暂停用人单位一年内的申报资格。 申报人选标准和其他要求见相关文件。 三、申报程序 1、创新人才长期项目、短期项目。用人单位与拟引进人选达成初步意向后,依托国家重点创新项目引进的,填写《千人计划申报书(国家重点创新项目)》及相关材料,重大专项引才按程序报相关牵头组织单位,其他国家科技计划引才按程序报科技部。 依托其他平台引进的,填写相应的申报书及相关材料。中央部门所属各类用人单位报所属部门, 经所属部门审核后报各平台牵头组织单位;地方所属各类用人单位报所在省(区、市)党委组织部,由省(区、市)党委组织部统筹报海外高层次人才引进工作专项 办公室(以下简称“专项办”)。 2、创业人才项目。申报人按要求填写《千人计划申报书(创业人才)》及相关材料,按程序报所在省(区、市)党委组织部,由省(区、市)党委组织部统筹报专项办。 3、“外专千人计划”项目。用人单位与拟引进人选达成初步意向后,填写《“外专千人计划” 申报书》及相关材料。中央在京单位,由该单位外国专家管理部门报组织人事部门同意后联合行文报国家外国专家局;其他用人单位,按属地原则报所在省(区、 市)外国专家局,经省(区、市)党委组织部同意后联合行文报国家外国专家局。 4、“青年千人计划”项目。用人单位与拟引进人选达成初步意向后,填写《“青年千人计划” 申报书》及相关材料。中央部门所属高校报教育部汇总;中国科学院、中央部门所属科研机构报科技部汇总;中央企业报国务院国资委汇总;省(区、市)所属高 校、科研机构按程序报所在省(区、市)党委组织部,由省(区、市)党委组织部报专项办汇总。同时,用人单位通过“青年千人计划评审系统”(http://pingshen.1000plan.org)上传(用户名与密码另行通知)。 四、申报材料 申报材料包括申报书、附件、申报人其他个人信息表、“千人计划”申报人选情况汇总表。申报书和附件应合并装订,其他个人信息表和申报人选情况汇总表另附。报送材料时,需报送纸质申报材料和电子文档各1份,电子文档内容应与纸质材料一致。 申报材料报送截止时间分别为2012年3月12日、7月16日。“青年千人计划”电子材料上传截止时间分别为3月19日、7月23日。 五、其他事项 申报材料文本请登陆“千人计划”网站(www.1000plan.org)下载。 点击下载全部申报材料:2012年“千人计划”部分项目申报材料 2012年外国青年学者研究基金项目指南发布 01/31/2012
2012年外国青年学者研究基金项目指南发布 为了鼓励外国优秀青年学者到中国内地开展基础研究工作,促进中外学者之间的研究合作和学术 交流,国家自然科学基金外国青年学者研究基金(试行)资助外国青年学者来华开展研究工作。截止到目前为止,该基金已经资助200位外国青年学者。其 中,31位科学家获得延续资助,资助经费达4350万元。 2012年度,该基金继续采取由中国科学院和教育部两部委分别推荐、获推荐个人填报申请、自然科学基金委组织专家评审的方式予以实施。此外,符合申请条件的在研项目负责人,可以直接向自然科学基金委申请延续资助。为做好2012年度项目的申请工作,现就有关事宜通告如下: 一、新项目申报 (一)新项目申报进程 2012年度将安排两次项目受理,分别在上半年、下半年进行。推荐、申请截止日期如下: 第一次受理:2012年2月15日,部委推荐截止; 2012年3月31日,获推荐个人填报截止。 第二次受理:2012年7月30日,部委推荐截止; 2012年9月15日,获推荐个人填报截止。 (二)资助期限、资助强度及限项要求 资助期限:6个月或12个月。 6个月项目资助期限: (1)2012年7月1日~2012年12月31日 (第一次受理) (2)2013年1月1日~2013年6月30日(第二次受理) 12个月项目资助期限: (1)2012年7月1日~2013年6月30日(第一次受理) (2)2013年1月1日~2013年12月31日(第二次受理)。 资助强度:6个月:10万元人民币;12个月:20万元人民币。 限项要求:申请人同期只能承担一项外国青年学者研究基金。 (三)申请及评审程序 申请人在落实依托单位、国内合作者之后,填写推荐申请书(参见附件1),并提交依托单位。 国内合作者应为相关领域的学术专家,并且了解科学基金有关管理规定。国内合作者有义务对申请人在项目申请、项目实施等方面提供必要的协助。依托单位根据隶 属关系向中国科学院或教育部提出申请。 中国科学院和教育部分别组织专家进行遴选,产生向自然科学基金委推荐的项目。自然科学基金 委根据实施方案,审核中国科学院、教育部提交的推荐项目,对审核通过的推荐项目进行网上公示,并通知中国科学院和教育部。中国科学院和教育部根据通过的推 荐项目清单,分别通知申请人所属依托单位,由依托单位通知申请人在线填报正式申请书。 (四)申请书填报要求 依托单位使用外方青年学者完整和规范的姓名(按照First name Middle name Surname的顺序。如无Middle name,可不填写)为申请人申请登录科学基金ISIS系统 (https://isis.nsfc.gov.cn) 的用户名和密码(参见附件 2),以便申请人在线填报申请书。申请人填写正式申请书时,必须使用完整和规范的姓名。申请人应在2012年2月15日~3月31日(第一次受理)或 2012年8月15日~9月30日(第二次受理)期间登录ISIS系统在线填写和提交申请书。本指南第五条所要求的材料的电子版需作为附件与申请书一起在 线提交。之后将纸质版申请书与附件材料一起装订成册,一式两份,签字后送交依托单位。申请人和依托单位必须保证申请材料电子版与纸质版的一致性。 依托单位登录ISIS系统对申请项目予以确认,并将两套纸质版申请材料完成签章手续后,于上述第一条中规定的个人申请截止日期前报送自然科学基金委(以邮戳为准)。 依托单位应与申请人保持密切联系,在筹划研究课题、办理申请手续和项目实施过程中提供必要的政策咨询和帮助,保证项目申请和实施工作的顺利进行。 (五)附件材料 申请人应提供如下附件材料: (1)申请人与依托单位签订的协议。协议中必须包括来华期限、生活费用保障、工作条件保障以及知识产权处理等方面的约定。其中,协议中的来华期限必须涵盖该基金申请项目的执行期限。 (2)申请人博士学位证书。该证书不得以其他形式的材料或证明代替。 (3)两封推荐信。至少一封来自中国内地以外的学者。 (4)不超过五篇代表性论文的首页。 二、延续资助项目申报 (一)申请人资格: 在研外国青年学者研究基金项目、且从未获得该基金延续资助的负责人。 (二)延续资助项目申报进程 2012年度将安排两次延续资助项目受理,分别在上半年、下半年进行。推荐申请截止日期如下: 2012年5月10日,第一批延续项目申请截止; 2012年10月30日,第二批延续项目申请截止。 (三)申请材料: 1. 项目申请书: 阐明在研项目的进展情况和取得的成果; 2. 与依托单位签署的协议: ①须由依托单位与申请人签订,且包含生活保障的约定;②生活保障期限:覆盖获得基金资助的期限,或协议中包括申请人在基金资助期间全时在华工作的条款;③签章指依托单位的法人签字及依托单位公章。 3. 在研项目期间的出入境记录复印件。 (四)申请方式: 1. 在研项目负责人登录国家自然科学基金委员会ISIS系统(英文版)https://isis.nsfc.gov.cn/portal/index_en.asp,在线填报《项目申请书》,并提交电子版。用户名、密码:使用原有的用户名和密码。如果遗失,请咨询依托单位基金管理人员,或电询国家自然科学基金委员会信息中心62317474. 2. 经依托单位审核通过并加盖公章后,将纸质版申请书一式两份提交至自然科学基金委国际合作局外事计划处。 附件1. 外国青年学者研究基金推荐申请书 附件2. 申请用户名和密码的操作流程 联系单位:国家自然科学基金委员会国际合作局 外事计划处 联系人:张琳 邢清清 电 话:010-62327001; 010-62326943 传 真:010-62327004 教育部印发《“长江学者奖励计划”实施办法》 01/31/2012

自然科学基金委公布2012年项目指南 新规进一步完善资助格局 国家自然科学基金委员会《2012年度国家自然科学基金项目指南》日前编制完成。根据《指南》,国家自然科学基金的资助格局自2012年起有新调整。 《指南》在前言中明确提出:2012年,基金委将根据 “十二五”规划的总体部署,坚持更加侧重基础、更加侧重前沿、更加侧重人才的战略导向,进一步优化资助模式,完善资助格局。形成更具活力、更富效率、更加 开放的中国特色基金制,推动学科均衡协调可持续发展,促进若干主流学科进入世界前列,推动高水平基础研究队伍建设,造就一批具有世界影响力的优秀科学家和 创新团队,推动我国基础研究整体水平不断提升,显著增强基础研究的国际影响力和若干重要科学领域的自主创新能力,为科技引领经济社会可持续发展、加快建设 创新型国家奠定坚实的科学基础。 以面上项目为代表的自由申请项目仍将是科学基金资助重点。2012年,面上项目的平均资助强度预计将提高到80万元/项,期限仍为4年。 为了加强和完善各类人才项目资助的有机协调,打造一条更加完整的人才资助培养链,基金委2012年在加强人才培养方面将推出两项新举措: 一是设立优秀青年科学基金。这个基金旨在为优秀青年科学家提供资助,进一步鼓励他们充分发 挥自己的聪明才智,自由探索,勇攀科研高峰。优秀青年科学基金项目用于支持具备5~10年科研经历并取得一定科研成就的青年科学技术人员,要求具备高级职 称和博士学位,为了体现向女性科学家倾斜的政策,年龄限制在男性38岁、女性40岁以内,一年400个名额,资助强度为100万元/3年。基金委计划局人 才处处长陈钟介绍说:“优秀青年基金资助定位介于青年基金和国家杰出青年科学基金之间、有潜力的青年科学家,帮助他们助跑和加速,在科研第一线锐意进取、 开拓创新,自主选择研究方向开展基础研究,并快速成长起来。它对于衔接青年基金和国家杰出青年基金具有重要作用。” 二是启动青年基金—面上项目连续资助项目。该项目旨在让研究工作突出的青年科技人才能通过 快车道直接获得面上基金资助,从而实现在起步阶段的连续稳定支持,以加强对青年人才的资助,力争经过三到四年的延续资助,帮助这批年轻人明确自己的研究方 向,稳定开展研究工作。自2012年起,在当年结题的青年科学基金项目中择优遴选取得突出进展、具有创新潜力的项目负责人,予以面上项目连续资助。 据悉,青年基金—面上项目连续资助项目的资助规模将控制在青年基金资助规模的5%以内。特 别要指出的是,青年基金—面上项目连续资助项目申请只进行会议评审,基金委将在2012年度国家自然科学基金项目集中接收期后接收该项目的申请;符合申请 条件的项目负责人如果在集中接收期间申请了面上项目,将不能再申请青年基金—面上项目连续资助项目。 其中 ,涉及中芬合作交流的项目资助包括三个方面: 芬兰 芬兰科学院(AF) 根据国家自然科学基金委员会与芬兰科学院(AF)签订的合作协议,双方共同资助两国科学家的人员交流(通常不超过3个月)和双边学术研讨会。 (1)合作交流项目 中芬科学家需在项目执行期前3个月分别向NSFC和AF提出项目申请。双方经过评审和协商后做出资助决定。此项目不发布《组织间项目指南》,申请人可随时向国家自然科学基金委员会提出申请。 (2)学术会议 中芬科学家需在项目执行期前3个月分别向NSFC和AF提出项目申请。双方经过评审和协商后做出资助决定。此项目不发布《组织间项目指南》,申请人可随时向国家自然科学基金委员会提出申请。 (3)合作研究项目 国家自然科学基金委员会与AF在双方共同感兴趣的领域鼓励两国科学家和科学家团队之间开展实质性合作研究。资助内容主要包括研究经费和国际交流经费。具体申报要求请见国家自然科学基金委员会网站上发布的《组织间合作项目指南》。 国家建设高水平大学公派研究生项目开始申请 01/31/2012

The four-year position is funded by the Academy of Finland and it is available in the group of Professor Juhani Syväoja. The group studies the interplay between replicative DNA polymerases and other replication proteins during the cell cycle in cultivated human cells. Multiple methods of molecular and cell biology are applied, the main technique being chromatin immunoprecipitation (CHIP). The focus of the group’s research is currently expanding from specific replication initiation sites to a genome wide approach with deep-sequencing methods included. The research facilities are excellent and the group has good and well-functioning international collaborative relationships. Applicants should have a strong background in bench-level molecular and cell biology. Experience of chromatin immunoprecipitation methods will be regarded as a merit and readiness for co-supervision of PhD students is desirable. A person to be appointed as a postdoctoral researcher shall hold a suitable doctoral degree. In an ideal case the four-year position starts on January 1st, 2012. Later dates are possible, but would shorten the four-year period. The salary will be based on the salary system of the Finnish universities. The salary is placed on level 5 (€2714.54). A post doctoral position is now open for a highly motivated scientist with a strong background in cellular immunology and experimental animal work. The project will focus on immune tolerance in experimental animal models. In the MIR lab we have developed new strategies for therapeutic vaccination leading to protection against arthritis. It is based on the discovery of critical posttranslationally modified peptides. The project will aim to understand the underlying specificity and mechanism of the vaccination effect. The student positions can be granted for a period of few months to full two years based on the need and qualifications of the applying student. The positions, provided by the Ministry of Education, are open for applicants with a Master´s level degree in medicine, biology, biologically orientated physics, biochemistry, chemistry, biotechnology or other suitable field to support full-time thesis project research.
